4) In July 2019, the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Finance issued a notice on the treatment plan for air pollutants in industrial kilns, which stated that various regions are required to strengthen the comprehensive treatment of air pollutants in industrial kilns, coordinate the control of greenhouse gas emissions, and promote high-quality industrial development.

 

5) In December 2021, the State Council issued the "14th Five Year Plan for Comprehensive Work on Energy Conservation and Emission Reduction", which clarified the implementation of key projects for energy conservation and emission reduction, focusing on industries such as steel, non-ferrous metals, building materials, petrochemical and chemical industries, and promoting energy-saving transformation and deep pollution control. During the 14th Five Year Plan period, the energy consumption of industrial units with added value above designated size decreased by 13.5%, and the water consumption per 10000 yuan of industrial added value decreased by 16%. By 2025, through the implementation of energy-saving and carbon reduction actions, the proportion of key industries such as steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, and calcium carbide production capacity and data centers reaching the energy efficiency benchmark level will exceed 30%.

 

6) The Opinions on Improving the System, Mechanism, and Policy Measures for Green and Low Carbon Energy Transformation issued by the National Development and Reform Commission and the National Energy Administration [202206] point out that it is necessary to improve the support policies for green energy consumption in the industrial sector. Guide industrial enterprises to carry out clean energy substitution, reduce carbon emissions per unit product, and encourage eligible enterprises to take the lead in forming low-carbon and zero carbon energy consumption models. Encourage the construction of green energy industrial parks and enterprises, develop industrial green microgrids, support the development and utilization of clean and low-carbon energy in their own premises, build distributed clean energy and smart energy systems, reduce cross subsidies and system backup fees for comprehensive utilization of power generation such as waste heat and residual pressure, and improve pricing policies that support spontaneous self use of distributed clean energy power generation. On the premise of complying with the power planning layout and safe operation conditions of the power grid, it is encouraged to achieve renewable energy power projects through innovative power transmission and operation methods to provide power to nearby industrial parks or enterprises, and encourage industrial parks or enterprises to purchase green electricity through the power market. Encourage emerging key energy consumption areas to focus on green energy to meet energy demand and fully utilize waste heat, pressure, and gas.
